European Union (EU) and European Economic Area (EEA) Licenses

If your driver’s license was issued by an EU or EEA member state (Norway, Iceland, Liechtenstein), you can drive in Portugal until your license expires. However, upon establishing residency in Portugal, you are required to register your license with the Institute of Mobility and Transport (IMT) within 60 days. This registration is free of charge.

OECD and CPLP Countries

Holders of valid driver’s licenses from countries that are members of the Organisation for Economic Co-operation and Development (OECD) or the Community of Portuguese Language Countries (CPLP) may drive in Portugal under specific conditions:

  • The issuing country must be a signatory to the Geneva (1949) or Vienna (1968) Conventions on Road Traffic or have a bilateral agreement with Portugal.
  • The license must have been issued or renewed within the last 15 years.
  • The license holder must be under 60 years of age.
  • The license must be valid and not suspended, expired, or revoked.
  • The holder must meet the minimum age requirements set by Portugal for the vehicle categories specified on the license.

If these conditions are met, you can drive in Portugal without exchanging your license. However, if you wish to obtain additional driving categories or endorsements, an exchange is necessary.

Countries with Bilateral Agreements or Reciprocity

For licenses issued by countries that have bilateral agreements or reciprocity arrangements with Portugal and are signatories to international road traffic conventions, the following applies:

  • You may drive in Portugal with your foreign license for up to 185 days after entering the country, provided you have not established residency.
  • Upon obtaining residency, you can continue to drive with your foreign license for up to 90 days. Within this period, you must apply for a Portuguese license exchange.
  • If you apply for an exchange between 90 days and two years of residency, you cannot drive with your foreign license until the exchange is completed.
  • After two years of residency, if you have not exchanged your license, you will be required to pass both theoretical and practical driving exams in Portugal.

The exchange process involves submitting an application to the IMT, along with necessary documentation such as a medical evaluation certificate, psychological evaluation (for heavy vehicle categories), proof of residency, and an authenticated translation of the license if it’s not in Portuguese, French, English, or Spanish.

Non-Contracting Countries

Licenses issued by countries that are not signatories to international road traffic conventions are not valid for driving in Portugal. To obtain a Portuguese driver’s license, you must:

  • Apply for a license exchange with the IMT.
  • Provide necessary documentation, including proof of residency, license authenticity certificate, and an authenticated translation if required.
  • Pass both theoretical and practical driving exams for each category you wish to be licensed in.
